The Vice President Police, Security & Emergency Management is responsible for, and in agreement with the Senior Vice President of Channel Integration and SEVP Chief Operating Officer, has the authority to make decisions on police, security, business continuity, physical security risk management, threat management in collaboration with Human Resources, and system emergency management issues for the Enterprise that are in alignment with and in support of the strategic and business priorities of the organization. Establishes the strategic physical security risk management vision and oversees execution of that vision throughout the organization using exceptional collaborative leadership skills to generate consensus among internal and external alliances and customers. Using a broad operational perspective identifies and escalates enterprise vulnerabilities, based on an understanding of probability and degree of impact, to the appropriate decision-making entity. Assesses, recommends and ensures that the proposed physical security risk management mitigation recommendations are deployed, and outcomes tracked and measured. Serves as the executive leader overseeing the Texas Health Chief of Police and ensures the Chief fulfills all legal, regulatory, and ethical responsibilities expected of a full-service law enforcement agency chief administrator in Texas. Incumbent will work closely with the Senior Vice President of Channel Integration and the appropriate channel and operational leaders to ensure a safe work and patient care environment. Leads the initiative to establish security as Center of Strength and a Differentiator for Texas Health. Direct reports to this position include the Texas Health Chief of Police, Director Security Programs, Director Security Systems & Technology, Director Security Clinics, Ambulatory, Community, and Virtual Healthcare, and six regional directors overseeing security service delivery at Texas Health wholly owned and joint venture hospitals.
Essential Functions:
· Executive oversight of organizational and operational risk assessments across all appropriate THR channels, including validation and prioritization of risks with multi-disciplinary teams and the identification, implementation and tracking of risk mitigation strategies. Represents these risks within the Texas Health ERM process and is accountable to the appropriate Governance Boards for successful risk prevention, mitigation, response, and recovery.
· Lead, develop, and execute the overall police, security, business continuity, and system emergency management strategies and program operations for the Texas Health Enterprise that are tailored to the identified risks. Responsible for successful implementation that is monitored through valid, reliable, and effective metrics and sustained over time.
· Build a highly effective and engaged team to deploy police, security, business continuity, and system emergency management initiatives.
· Build the appropriate analytics, assessment, and surveillance platform for successful risk reduction programs and to transform reactive operational programs into intelligence-led, proactive initiatives that maximize business value.
· Lead, develop, and execute the technology strategy supporting effective police, security, business continuity, and system emergency management programs allowing for the digitalization of data and processes, integration of processes and technologies, and creation of business-focused intelligence from available data.

Background, Qualifications and Experience:
- Bachelor’s degree in risk management, Healthcare, Business Administration, or related field required.
· Master’s degree in related field preferred.
· 10 years’ progressive experience in risk management or security leadership required.
· 8 years’ experience in management or senior management roles required.
· 5 years’ proven experience leading inter-professional teams to successful outcomes required.
· American Society for Industrial Security – Certified Protection Professional preferred within two years of the date of hire.
· International Association for Healthcare Security and Safety Certification preferred within two years of the date of hire.
· Valid driver’s license required upon hire.
· Military, government/public officer, corporate, or healthcare roles with concentrated experience in security, business continuity, threat management, or emergency management preferred.
· Individual will exhibit communication skills that demonstrate the ability to develop consensus among the executive leadership team, physicians, and staff.
· Knowledge of clinical and nonclinical loss control and risk mitigation including the ability to measure and compare risk and reward.
· Must be able to synthesize strategic, operational, financial, and reputational risk management information in a manner that enhances stakeholder understanding.
· Ability to effectively analyze data and information to successfully formulate strategies to mitigate identified risks and develop sound police, security, business continuity, and emergency management programs.
· Demonstrated skills in strategic planning, implementing action plans, and evaluating and enhancing programs.
· Ability to lead transformational change resulting in improved physical security and quality of the care environment.
· Must be able to develop and build an organization-wide, service-driven police, security, business risk management, business continuity, and emergency management programs that are proactive, progressive, and aligned with THR’s strategic plan.
· Working knowledge of industry standards, or the ability to learn them, in areas or from oversight groups including but not limited to; state and federal criminal and civil codes, IAHSS, TJC, CMS/Medicare, OSHA, the State of Texas Commission on Law Enforcement, the Texas Department of Public Safety.
