Summary
This position oversees Texas Health’s Tax Management function and personnel. This role is accountable for federal, state and local tax compliance and consultation services to Texas Health and its affiliates. Consultations include those relating to tax-exemption, unrelated business income (UBI), payroll, tax-exempt bonds, sales tax and property tax issues, and issues related to IRC Section 501(r) as well as charity care. The role includes the development of the work plan and the procedures associated with completion of the annual tax filing process, supervision or preparation of federal and state exemption applications and the preparation of the annual tax accrual. Additionally, this role provides litigation support for inside and outside legal counsel related to tax issues selected for appeals or subrogation. This position acts as the system-wide center of excellence for all tax related activities.
Job Description
Directs the preparation, reporting, and filing of required tax filings; responsible for all federal and state exemption application filings for THR entities and related follow-up questions by working with stakeholders across the organization; this includes any coordination of documents and information requested by governmental agencies.
Provides research, consultation and oversight on tax matters unique to tax-exempt healthcare organizations.
Serves as a consultant relating to tax matters and as they relate to the structuring of joint ventures, affiliates and other types of relationships with other tax-exempt and for-profit organizations.
Reviews and oversees of THR’s compliance with charity care and community benefit reporting requirements.
Implements and monitors Final IRS 501(r) regulations related to Community Health Needs Assessments, Billing and Collections, Financial Assistance Policy, and Limitations on charges.
Monitors productivity and performance metrics and allocates staff appropriately to meet enterprise-wide tax needs.
Education
Bachelor’s Degree in Accounting or related field required
Experience
8 years demonstrated experience leading a finance function and relevant work experience required
Licenses and Certifications
CPA – Certified Public Accountant required upon hire
