THR SVP Government Affairs

The Senior Vice President Government Affairs leads the development and execution of Texas Health’s public policy and advocacy strategies at the local, regional, state and federal levels. This role is responsible for building and maintaining relationships with policymakers, regulatory agencies, and industry-related associations to advance the organization’s mission.

Essential Functions:

Strategic Leadership

·        Develop and implement comprehensive government affairs strategies aligned with the organization’s priorities.

·        Advise executive leadership on legislative and regulatory developments impacting healthcare delivery, reimbursement, and operations.

·        Represent the organization in key policy forums, coalitions, and related industry and community associations.

Advocacy & Policy Engagement

·        Advocate for the organization’s interests with policymakers and regulatory agencies.

·        Develop and implement the organization’s biannual public policy priorities and legislative and regulatory strategies.

·        Develop and implement advocacy initiatives to advance the organization’s interests and public policy agenda

·        Educate and inform internal and external stakeholders using various means and tools to advocate for the organization’s public policy agenda.

·        Monitor, analyze, and respond to legislative and regulatory proposals.

·        Develop policy briefs, position statements, and testimony.

·        Identify public funding opportunities, including grants and appropriations.

Relationship Development, Engagement and Management

·        Develop, cultivate and maintain strong relationships with elected and government officials, legislative staff, regulatory agencies and key community stakeholders.

·        Coordinate executive engagement with government stakeholders.

·        Serve as the liaison to external government affairs staff, consultants and lobbyists.

Internal Collaboration

·        Collaborate with internal departments to align public funding opportunities and strategies with organizational priorities.

·        Partner with operations, legal, compliance, finance, and clinical teams to assess policy impacts.

·        Lead internal government relations committees and/or work groups.

·        Provide regular updates and briefings to senior leadership, committees and the board.

Backkround, Qualifications and Experience:

   

·        BachelorBachelor’s degree in political science, public administration or related field required.

·        Master’s degree preferred.

·        15 years’ experience in government relations, public policy, or legislative affairs, preferably in healthcare, required. 

Skills:

·        Deep understanding of healthcare policy and regulatory environments.

·        Strong communication, negotiation, and public speaking skills.

·        Ability to build, strengthen and sustain bipartisan relationships and navigate complex political and regulatory landscapes.

Preferred Attributes:

·        Experience working with hospital healthcare-related associations or large health systems.

·        Experience with federal and state healthcare legislation and policy, hospital funding mechanisms and public health initiatives.

·        Proven track record of successful advocacy.
