Summary

The HTM Biomed Manager leads operational activities for Healthcare Technology Management across a group of hospitals, ensuring the execution of the Medical Equipment Management Plan (MEMP), compliance with regulatory requirements, and optimization of resources. The role involves managing financial performance, personnel development, vendor relations, and overseeing continuous improvement initiatives. The HTM Manager collaborates with the Biomed Zone Director to achieve strategic goals, while ensuring high levels of service delivery at the hospital level through HTM Supervisors and directly with technical and non-technical staff.


Job Description

Leadership:
Provides operational leadership across multiple hospitals by setting goals for HTM Supervisors and technicians, aligning efforts with organizational priorities.
Monitors performance metrics at the hospital group level, ensuring that service delivery targets, customer satisfaction, and regulatory compliance are consistently achieved.
Coaches and mentors HTM Supervisors and multiple levels of Biomed techs, fostering their leadership skills and supporting career development within the team.
Makes high-level staffing decisions to ensure appropriate resource allocation across hospitals, adjusting team structures as needed to meet service demand.
Serves as a key point of contact for hospital leadership, participating in broader hospital system committees such as Capital Planning and Quality Improvement to represent HTM interests.
Partners with the Director on strategic initiatives, including the development of policies and service expansion strategies that affect area of responsibility.

Service:
Oversees service operations at multiple hospitals and clinics, ensuring that installation, troubleshooting, repair, and calibration of clinical equipment are performed efficiently and in line with hospital/clinic’s needs.
Accountable for the delivery of workforce services, service offerings, and budgetary management that are ensures the superior quality, reliability and safety of healthcare technology.
Drives and is accountable for providing solutions that minimize costs associated with HTM services without compromising availability of THR assets for business uses that consider risks including those to patient safety, data and systems security, and clinical services continuity.
Develops and manages service contracts for biomedical equipment across the assigned group of hospitals, ensuring that vendor services align with hospital and clinic needs and that contract performance meets established benchmarks.
Coordinates with the Director and hospital and clinic leadership to evaluate equipment needs, ensuring appropriate allocation and planning for new equipment acquisitions and upgrades.
Leads the group’s response to equipment safety issues and recalls, coordinating with Supervisors to ensure all corrective actions are completed swiftly and in compliance with regulatory requirements.
Conducts strategic reviews of service performance to identify opportunities for process improvement and cost reductions across the hospital group.

Operational Quality:
Ensures service quality and operational efficiency through regular reviews of preventive maintenance (PM) schedules, safety inspections, and performance metrics.
Implements standard operating procedures across the assigned hospitals, clinics, and businesses in collaboration with the leadership team, promoting uniformity in service delivery and documentation practices.
Develops and recommends hospital-wide, including clinics, training programs to improve the technical and customer service skills of the HTM staff, ensuring staff are equipped to handle complex clinical environments.
Ensures compliance with all regulatory requirements (e.g., Joint Commission, CMS) by reviewing hospital operations, including clinics, performing audits, and leading corrective actions when necessary.
Monitors CMMS system integrity, ensuring that all data related to work orders, parts usage, labor, and contracts are accurately captured and used for decision-making at the management level.

Financial Commitments:
Manages the budget for the group of hospitals and clinics, tracking expenses related to parts, labor, contracted services, and capital purchases.
Develops financial performance metrics for HTM Supervisors, ensuring that each hospital and clinics HTM department meets its financial goals while maintaining high service standards.
Evaluates financial performance across the hospital and clinic groups, providing strategic insights into cost-saving opportunities, resource optimization, and contract negotiations.
Advises senior leadership on new equipment purchases and lifecycle management, working closely with the Director to ensure all investments align with organizational goals.
Works with HTM Supervisors to ensure adherence to budgetary limits while maintaining optimal equipment uptime and availability.

Operations Management:
Leads service operations at a management level, overseeing the execution of service contracts, resource allocation, and inventory management across multiple hospitals and clinics.
Develops service strategies with a focus on long-term operational improvement, implementing initiatives to reduce costs, increase efficiency, and improve service delivery.
Reports key performance indicators (KPIs) to the Director, analyzing data from CMMS and other systems to drive continuous improvement across the hospital group.
Monitors the accuracy of inventory management for parts and supplies, ensuring adequate stock levels and proper cost control across all managed hospitals.
Leads audits of the CMMS database, ensuring data integrity and alignment with the Medical Equipment Management Plan (MEMP) and HTM KPIs.
Supports HTM Supervisors in scheduling and assigning work orders, ensuring efficient use of resources across the hospital and clinics groups.
Implements continuous improvement initiatives by working closely with hospital leadership and the Director, identifying areas for enhancement and executing action plans.
Manages complex projects that span multiple hospitals and clinics, including equipment rollouts, technology upgrades, and integration of new systems. Implements, creates and communicates actions plans.

Account Management & Development:
Collaborates with hospital and clinic’s leadership and external vendors to develop and implement solutions that meet the biomedical equipment needs of each hospital in the group.
Leads contract negotiations for biomedical services and ensures that vendor relationships align with hospital and clinic goals for cost, quality, and service delivery.
Monitors financial performance and service benchmarks for all hospitals and clinics under management, working with hospital and clinics leadership to set and meet realistic performance targets.
Provides financial oversight for HTM services within the hospital and clinic groups, ensuring that all financial transactions, including capital expenditures, align with budget targets.
Works with HTM Supervisors to ensure customer satisfaction and timely resolution of any service delivery issues, maintaining strong relationships with both internal and external stakeholders.
Supports HTM Supervisors in managing on-call functions and rotations, ensuring proper coverage and response times across all hospitals.
Develops long-term solutions to improve service delivery and reduce costs, implementing strategies that ensure ongoing success for the hospital and clinic groups.


Education
Associate’s Degree in related field required
Bachelor’s Degree in electronic engineering, business management, and/or related field preferred

Experience
8 years Healthcare Technology Management in the repair and maintenance of medical devices required, and 3 years leading Healthcare Technology Management field service technicians required

Licenses and Certifications
Valid driver’s license required upon hire
IT-ILC – IT Infrastructure Library Certification preferred within two years of hire
Completion of Networking+ Foundation Course preferred within two years of hire
Certified Biomedical Equipment Technician (CBET), Certified Radiology Equipment Specialist (CRES), or Certified Healthcare Technology Manager (CHTM) preferred within two years of hire

Skills
Strong leadership and organizational with the ability to manage personnel across multiple hospitals.
History of leading, motivating, and developing others.
Proven ability to manage budgets, perform financial analysis, and optimize resources for operational efficiency. Expertise in managing State and Federal inspection agencies and accreditation bodies (CMS, TJC, CAP, DNV, etc.) as applicable to the biomedical equipment.
Excellent communication skills, with the ability to collaborate with senior leadership, vendors, and cross-functional teams.
Ability to integrate information from a variety of sources.
Excellent interpersonal and customer service skills.
Experience in contract management and vendor negotiations, with a focus on improving service delivery and reducing costs.
