Qualifications/Duties:
As an equal partner with the System-Level Medical Director and CNO of the hospital in a triad leadership model, the Vice President of Texas Health Behavioral Health Operations will plan, direct, and coordinate the activities and functions of the hospital’s facilities through the administrative offices and the medical staff. He/she will promote a culture in line with THR’s Mission, Vision, and Values and actions in line with THR’s Promise Behaviors. The President will work to advance physician engagement and to promote effective employee, Board, and community relations.  He/she will prioritize continual improvement in operational effectiveness and clinical and service excellence.

In addition, this position will be seen as a senior leader within the larger health system and will play a role in developing and implementing system-wide initiatives that move the system forward in accordance with the system’s 10-year strategic plan. The ultimate goal of these initiatives is:  “To deliver outstanding value to all stakeholders and be nationally recognized as an excellent and innovative health care system where exception individuals care for individuals, Together.”

Vice President of Behavioral Health Operations has the following duties and responsibilities:

•Shared accountability with Chief Nursing Officer and system-level Medical Director, Behavioral Health for clinical excellence, quality of care, patient safety, high reliability, consumer/patient experience, care team experience, operational and financial performance.
•Effective collaboration with zone leaders and hospital triads.
•Deliver key performance outcomes.
•Participate and add value in establishing strategic zone priorities, goals and objectives.  Partner with zone leaders in the development, implementation and management of clinical, service and operational plans to address continuum and integration opportunities throughout the zone.  Serve effectively on various THR zone councils and committees to increase and enhance intra-zone cooperation and advance system initiatives.
•Develop, evaluate and prioritize strategies that are focused on expanding and/or enhancing THR behavioral health offerings. Collectively, these strategies will position THR as the leading behavioral health provider in the communities we serve.
•Research, analyze, and size potential growth opportunities, which are likely to include new and innovative product or service concepts and strategic partnerships.
•Assess likely revenue and profit impacts of new concepts and evaluate against investment requirements.
•Oversee all behavioral health projects.
•Attract and recruit behavioral health physicians and physician extenders for new inpatient and comprehensive outpatient care and ambulatory programs and coordinate medical staff participation in new THR Behavioral Health ventures.
•Create a collaborative environment for physicians and involves physician decision making.
•Provide leadership, direction and operational administration to 21 behavioral health facilities, either wholly owned or joint ventured through management contracts.
•Appraise and adjust operations as necessary to refine offering to ensure that they address community needs and are meeting and/or exceeding volume and revenue targets.
•Recruit and manage directors at each facility
•Oversee the system wide mobile assessment team providing consult and liaison services at all THR wholly owned and joint ventured facilities.
•Oversee the 24/7 behavioral health call center and the 24/7 THR behavioral health transfer center.
•Interact and communicate with all stakeholder groups to ensure operations meet all expectations.
•Develop and nurture positive relationships with local industries, local and state government, potential key health care providers, referral sources and community leaders and oversee the business development and marketing for the behavioral health service line.

Education and/or Experience:
•Master’s degree in Healthcare Administration or Business Administration.
•Progressive Behavioral Health administrative/operations experience for a minimum of ten years with at least 5 years in a hospital President or similar role.  
•Experience in the pre/post-acute care settings is also preferred.  Must have a knowledge and understanding of the issues facing the delivery of healthcare across the continuum of care services.
•A track record for developing strong, trusting, collaborative physician relations and an appreciation for and experience in partnering with and understanding the dynamics of a mixed model medical staff.  Experience in managing physician and organizational conflict.
•Proven track record leading group facilitation, leadership development, team building, performance management and driving cultural and other change management.   
•Experience developing and implementing a continuous improvement culture with a strong familiarity of process improvement methodologies and systems that sustain an environment of quality and cost improvement.
•Good leadership, managerial, analytical and financial skills.
•Results orientated with ability to evaluate opportunities/issues, Identify solutions, and alternative course of action and implement steps to improve performance.
•Highly self-motivated and resourceful.
•Demonstrated ability to navigate within complex organizations with multiple stakeholders.
•Able to function with limited direction and be a strategic thinker.
•Excellent teamwork and communication skill, both oral and written and project management skills.
